I’d like to bring to the attention of this council meeting the recent flood in Mecca. This happens too often. I suggest that we implement flood control measures, such as excavating the wadi’s main channel, using the excavated material to improve the banks, and installing a clay-brick stopwall to provide substantial flood defence. This would prevent floods from ruining merchants’ stores, increase trade, and provide more revenue for our “Pharaoh”. I’d suggest excavating about one cubit in depth, and adding a one-cubit wall would allow for more than 2 cubits of flood to pass through Mecca without harm and allow all people to sleep well at night in the rains.

As for labour, Pharaoh has his Jinn chain gang; they can be set to work improving Mecca for all.
