And those with excuses among the bedouins came to be permitted [to remain], and they who had lied to Allah and His Messenger sat [at home].
There will strike those who disbelieved among them a painful punishment.

Tafsir Ibn Kathir, 9:90, reveals this verse is about:
…the condition of the bedouins who lived around Al-Madinah, who asked for permission to remain behind from Jihad…

Note that Muhammad needed his Muslim bandits to ask permission. Allah was unable to determine this, showing the impotence of Allah, which means Allah is incoherent, imaginary, fictional and false, and so Islamic doctrine and Islam are incoherent, nonsensical and false. Recall that if Allah was real, it would be trivial for Allah to mark every true Muslim and to show Muhammad who was a hypocrite.

So this verse shows that it’s for Muhammad’s time and place, his context. Thus it can’t be from the perfect words of the perfect Qur’an from perfect Allah.
Also note, that the permission system needs Muhammad to be alive. Obviously, the thought that Muhammad would die, never occurred to Muhammad or to Allah, which points out that Muhammad is idealistic and Allah is unrealistic and so Muhammad was divorced from reality or delusional. As such, the best replacement for this verse is: “”, the empty sentence.
