They ask you as to what they should spend.
Say: “Whatever wealth you spend, it is for the parents and the near of kin and the orphans and the needy and the wayfarer, and whatever good you do, Allah surely knows it.”

Muhammad, in his Koran, addresses a sentence, verse, or passage to “Anonymous They”, with “they”, “them”, “he”, “your”, “the people”, and so on, without naming them. For more, read Anonymous They.
Note this is Muhammad responding after being asked. Muhammad is unable to prophesy. Muhammad is unable to think ahead or anticipate. Muhammad reacts instead of acting, thus showing he’s not a prophet.
Note that Muhammad commands himself to “Say”. Obviously, this is a command to Muhammad from Muhammad, not from perfect Allah, and it’s not addressed to anyone else.
Note Muhammad’s mistake: “…Allah surely knows it.”. Muhammad is obviously unsure of himself here because in his theology he created, Allah creates wealth, thus poor people deserve their poverty. If Muhammad was sure, then this would be better: “Allah knows.”.
Also, note that Muhammad’s poor advice is limited to spending money by necessity. He seems unable to conceive of volunteering, advice-giving, medical help and so on. He knows that all he has is money, and he can’t help with problems that can’t be solved by a little gift of money. He knows that Allah is imaginary, that Allah can’t help. He knows he’s powerless. Thus you know the best replacement for this verse is: “”, the empty sentence.
